$spinegrinder is right. It's only a bill & its gonna stay that way. It's been proposed 3 times since 2006 but it's never gotten a single cosponsor on any occasion --> its nothing to fret over. Plus if you read the actual bill most of the scenarios listed in it are already de facto practice right now anyway.
